SCOPE Digital: EU-ASEAN cooperation on earth observation-based environmental services
SCOPE Digital focuses on fostering EU-ASEAN cooperation regarding earth observation-based environmental services through the improved use of Copernicus data. The program strengthens data processing and management capacities across the ASEAN region, with specific demonstration projects currently operating in Indonesia and Thailand.
Indonesia and Thailand face significant environmental challenges related to climate change, natural resource management, and disaster risk.
Satellite Earth Observation provides timely, consistent data on land cover change, forest loss, ground movement, and other environmental indicators, enabling governments to monitor, plan, and respond at national scale.
SCOPE Digital has launched within this context to enable improved satellite Earth Observation (EO) capability and data access to ASEAN Member States, initially focusing on Indonesia and Thailand.
SCOPE Digital is part of the EU-ASEAN Sustainable Connectivity Package, funded by the European Commission under the Global Gateway strategy and implemented by European Space Agency - ESA.
It adapts services built on Copernicus, the EU’s EO programme, for operational use by ESA’s two primary national partners: the The National Research and Innovation Agency of The Republic of Indonesia, and GISTDA, Geo-informatics and Space Technology Development Agency.
The services being adapted build on those developed under the CopPhil Centre, the Copernicus Capacity Support Action Programme for the Philippines, bringing proven EO approaches to a new regional context.
Key facets of this initiative include:
Planetek is contributing to SCOPE Digital by leading the preparation and deployment of the EO services within the target infrastructure and by implementing the Ground Motion Monitoring service based on advanced InSAR techniques.
We will also develop the visualisation environment that will allow stakeholders to access, explore and use the generated EO products, supporting the operational uptake of Earth Observation information for environmental monitoring and risk management.
These activities are carried out with the support of specialised experts from Geophysical Applications Processing (GAP), contributing advanced expertise in multi-temporal InSAR processing and ground motion analysis.
